Mexico City Bans Plastic Bags

Why is the US so far behind in banning plastic bags? Sure we promote reusable bags now, but we claim we're a forward thinking country, yet some things, are pretty slow going.

Other nations that have addressed plastic bags and either banned them or greatly reduced them? How about China, Tanzania, India, Australia, South Africa, Italy, and Taiwan.
